The proposed Route 962 would serve between 8th Street Trolley Station and Rancho San Diego Village. Service along 16th St. would be discontinued, passengers could take the Route 13 on 18th Ave. Proposed Route 962 would travel via Plaza Blvd., Harbison Ave., Reo Dr., Cumberland Ave., Potomac St., and Paradise Valley Rd. Service would continue east on Paradise Valley Rd. into Spring Valley on Jamacha Blvd., and into Rancho San Diego Village via Campo Rd.
