Route 28A trips (early morning and late evening) would terminate at Rosecrans and Canon St. area via Shelter Island Dr. and Anchorage Ln. Reduced proposed service to the Sub Base on Route 28B and to Cabrillo National Monument via Catalina Blvd on Route 28C.
